Converting a Foreign Driving Licence in Singapore
If you live in Singapore for more than 12 months, you must convert your foreign driving licence: pass the Basic Theory Test, hold a valid foreign licence, then book a pre-assessment with the Traffic Police. The application fee is S$50.
Driving in Singapore starts with a piece of admin that catches many newcomers off guard: your overseas licence does not stay valid forever. The rules sit with the Traffic Police (part of the Singapore Police Force), and they turn on one number — 12 months — plus a theory test and a short counter appointment. Here is exactly who must convert, what it costs, and how to avoid the mistakes that send people home from the counter empty-handed.
Do you have to convert, and when?
A valid Singapore Driving Licence is required to drive on local roads, and the Traffic Police say that requirement applies to Singapore Citizens, Permanent Residents, foreigners residing in Singapore for more than 12 months, and shorter-stay foreigners who work as drivers on a Work Permit or S Pass. If you fall into one of those groups and hold a valid foreign licence, you are required to convert it.
The flip side is the relief most newcomers want to hear: there is no need to convert if you are a foreigner residing here for less than 12 months holding a valid foreign licence (with the work-driver exception above). In practice, that gives someone on a one-year posting room to settle in before dealing with the licence — but do not leave it to the last week, because the conversion process has several steps.
Visitors and the International Driving Permit
Short-stay visitors are treated differently. If you are a foreigner residing here for less than 12 months, the Traffic Police require you to carry your foreign driving licence together with an International Driving Permit (IDP) issued by an authorised body in your home country — or an official English translation of your licence if an IDP is not available.
There is one widely missed exemption: if you are a foreigner from an ASEAN member state, you do not need an IDP, provided your foreign licence is valid. If you already hold a Singapore licence and want to drive abroad, you apply for an IDP through the Automobile Association of Singapore instead.
The conversion criteria
The two core criteria are simple to state: pass the Basic Theory Test (BTT) in Singapore, and hold a valid foreign driving licence. The BTT is the same written road-rules test that local learners sit, and you take it at one of the three driving centres — the Bukit Batok Driving Centre, the ComfortDelGro Driving Centre or the Singapore Safety Driving Centre. The Traffic Police pre-assessment form will not let you submit until the BTT is passed, so book and clear the test first.
Fees, booking and processing
You do not simply turn up. Applicants must first complete the Foreign Licence Pre-assessment online; only eligible applicants receive a link to book an appointment, after which you present yourself at Traffic Police Headquarters, 10 Ubi Avenue 3. Walk-ins are not entertained.
The conversion application fee is S$50, payable at the counter by NETS, debit card, credit card or SGQR. The online pre-assessment takes about 10 minutes, and the Traffic Police quote a counter processing lead time of roughly 20 minutes once you are seen. Approval is not guaranteed on the spot — the Traffic Police reserve the right to ask for additional documents.

How the conversion works, step by step.
Documents you must bring
Bring both originals and photocopies. The Traffic Police group the supporting documents into three purposes: identification of the applicant, confirmation of a valid driving licence, and proof of residency in the country where the licence was issued. Expect to show your passport and pass or NRIC, your current foreign licence (plus a record of its first issue date), and residency evidence such as passports, employment, tax or education documents.
Two document rules trip people up. First, if your licence is not in English, you need an official translation by a Singapore registered translation company (an embassy or High Commission translation is also accepted for many countries). Second, the residency proof: if your foreign licence was obtained after you became a PR or got your first pass, you must provide documents proving a minimum 6-month stay within a 12-month period in the issuing country. The pre-assessment also expects that you have owned the foreign licence for at least six months from its first issue date, and that it was obtained before your Singapore pass was first issued.
Work Permit and S Pass holders
Work Permit and S Pass holders are a special case. On a successful conversion they are granted a Class 3C licence, which allows driving motor cars with an unladen weight up to 3,000kg carrying no more than 7 passengers. If you need to drive Class 3 vehicles, or to upgrade a 3C/3CA licence to full 3/3A (needed for vans, pick-ups and small buses), you must pass a practical driving test on top of the BTT.
Timing is tighter here too: if you drive for work, you must obtain a Singapore licence within 6 months of the date your work pass was issued. Leaving it later means you cannot legally drive for your job in the meantime.
New PRs and new citizens
If you have just become a Singapore Citizen or Permanent Resident, you are allowed to drive for up to three months on your valid foreign licence before you must convert it to keep driving. If you previously held a Singapore licence under a Foreign Identification Number (FIN), update it to your NRIC through a replacement application rather than a fresh conversion.
Once converted, your licence also appears as a Digital Driving Licence in the Singpass app — a convenient official ID once you have set up Singpass as a newcomer.
Frequently asked questions
Can I keep driving on my foreign licence while I wait? Only within the recognition window — under 12 months for most residents, three months for new PRs and citizens, and six months for work-pass drivers. After that you need the Singapore licence.
Do I still take a road test? Not for a standard conversion — the criteria are the BTT plus a valid foreign licence. A practical test only comes in for Work Permit/S Pass holders moving to full Class 3, or to upgrade 3C/3CA.
My licence has no first-issue date on it. What then? Bring an extract of your driving record from the issuing authority; the Traffic Police ask for this when the licence itself does not show the first issue date.
Can I get an IDP in Singapore after converting? Yes — once you hold a Singapore licence, apply for an IDP through the Automobile Association of Singapore for driving overseas.
Lining up the rest of your move? See how to open a bank account, get a SIM card and get around on public transport while your conversion is in progress.
